Construction Team

As President of Construction at DevCo US Construction LLC, Sam leads a dedicated team of professionals to ensure that every nationwide multifamily project is completed on time, on budget, and with the highest standards of quality and safety. Since joining DevCo in 2022, he and his team have completed the renovation and new build of nearly 40 projects in 16 states within DevCo’s portfolio, with many more in the pipeline.  Sam is a forward-thinking construction executive who blends strategic vision with hands-on expertise to drive innovation across every phase of the building process.

Prior to joining DevCo, Sam worked for 25+ years in the hospitality industry where he oversaw the strategic growth of construction, renovation and rehabilitation of hotels and resort facilities in the U.S. and around the world.

Sam is a proud Army veteran.  In his free time, he enjoys relaxing with his wife at their island cabin in the Puget Sound or in his shop, working on one of his classic convertibles. He and his wife are recent empty-nesters with two kids at WSU – go Cougs!

Joe joined DevCo US Construction in September of 2022, initially as a Construction Project Manager before transitioning full-time to operations. Joe’s primary responsibilities include development and refinement of processes and policies, collaboration with senior leaders to ensure operational alignment, direct oversight of contract administration and procurement departments, and management of company strategies and goals.

Before joining DevCo, Joe worked as a Project Manager in various construction markets, focusing primarily on hospitality and multi-family construction and renovations, solar and fuel station canopy manufacturing and fabrication, and residential and commercial tenant improvements.  He is passionate about process improvement and is continually looking for innovative solutions to challenging problems.

Joe graduated from Washington State University with a Bachelor of Architecture and a Bachelor of Science in Architectural Studies.

Outside of work, Joe can most often be found spending time with friends and his son Alex, reading, and watching Cougar or Seahawks football games.

Tom joined DevCo in February 2024, bringing over 25 years of experience in the construction industry. Throughout his career, he has successfully led a wide range of projects with a consistent focus on delivering high-quality housing and exceptional living environments.

With a background as a Senior Superintendent, Project Manager, and Estimating Manager, Tom offers invaluable hands-on knowledge of all phases of construction. His expertise has been especially important as DevCo expands into new regions across the country.

Tom has a proven track record of managing multi-million-dollar projects from land development and infrastructure to project closeout. His portfolio includes work in sustainable construction, historic renovation, office buildings, mixed-use developments, multi-family housing, civil improvements, affordable housing, high-end custom homes, and government projects. He is well-versed in structural concrete, wood framing, and steel construction systems.

Known for delivering projects on time, on budget, and to the highest standards, Tom emphasizes safety and customer satisfaction at every stage. He holds multiple construction-related certifications and is a dedicated advocate for excellence in the industry.

Outside of work, Tom enjoys spending time with his family and 3 dogs, exploring off-trail adventures, camping with friends, and traveling. He is also active in his community, volunteering at local schools and supporting educational initiatives.

Emily joined DevCo US Construction at the beginning of December 2025 as the Executive Assistant to President of US Construction, Sam Buckingham. She supports Sam by providing reports, creating initiatives, building operational tasks, and staffing coordination.

Prior to joining DevCo, Emily spent 7+ years in the wealth management industry focusing on holistic financial guidance for clients. Her most recent position as Executive Assistant included many duties including client servicing, process optimization, and coordinating events.

In her free time, Emily enjoys eating a good meal with family and friends, and chatting with her book club. As a lifelong gamer, she also loves immersing herself in the next fantasy world. If you have any recommendations for restaurants, books, or video games, she wants to hear them!

Jaysen joined DevCo US Construction in January 2023 as a Construction Project Manager based in Austin, Texas and currently serves as the Director of Construction for the DevCo Construction Central Region. With over 15 years of experience in the construction industry, he leads a team of Project Managers, Assistant Project Managers, Superintendents, and Assistant Superintendents to successfully deliver multifamily development projects. Jaysen is dedicated to fostering a collaborative environment, ensuring all team members have the resources and support needed to excel.

Before joining DevCo, Jaysen held various project management roles on both the owner and general contractor sides, primarily focusing on multifamily projects, with additional experience in residential, commercial, and healthcare developments. His diverse background has shaped a solution-oriented approach, emphasizing critical thinking, teamwork, and progress. Jaysen is passionate about uniting team members to leverage their unique strengths, delivering exceptional projects that exceed expectations.

Outside of work, Jaysen is an avid runner and enjoys golfing, biking, swimming, and experiencing Austin’s vibrant live music scene. He also is a pet owner to 3 dogs who he loves spending time outdoors with.

Alex is a Project Manager in the Central Region that started with DevCo US Construction in July 2024. He has comprehensive experience in the construction industry spanning architectural drafting, owner representation, and commercial/residential construction that provides a well-rounded perspective on the full project lifecycle.

Since joining DevCo, he has managed affordable multifamily housing projects from pre-construction through closeout, overseeing schedules, budgets, consultants, and contractors to ensure successful delivery. Alex is passionate about expanding access to quality affordable housing, creating positive impacts in communities, and providing long-term value for investors.

Brian is an experienced construction professional with more than 25 years of experience as a Job Superintendent, overseeing residential, multifamily, commercial, and renovation projects throughout Minnesota and the Midwest. His background includes managing apartment complexes, townhome developments, single-family housing projects, college renovations, and public construction projects.

He brings extensive hands-on construction knowledge, strong project coordination skills, and decades of experience managing crews, schedules, safety, and quality from project start through completion.

Outside of work, Brian enjoys fishing, hunting, farming, and a variety of other outdoor activities.

Robert joined DevCo US Construction in August 2026 as a Superintendent. He joined the United States Marine Corps in 2004, serving twelve years before earning the rank of Sergeant and receiving an Honorable Discharge. His heavy equipment experience in the Marine Corps opened the door to construction, where the leadership, accountability, and work ethic he built in the Marines carried him into his role as a Superintendent coordinating trades, managing schedules, and maintaining safety and quality in the field.

Outside of work, Robert enjoys spending time with his wife and three kids, working on cars and trucks, and attending car shows and meets.

Raul joined DevCo US Construction in June 2026 as an Assistant Superintendent, helping lead day-to-day field operations on multifamily construction projects. Born and raised in Mexico, Raul proudly became a US citizen in 2010.

He began his construction career in 2007 as a Construction Quality Control (QC) professional and Inspector before stepping into the role of Assistant Superintendent on multifamily developments in 2020, bringing nearly two decades of experience ensuring projects are built to the highest standards.

Outside of work, Raul enjoys spending time with his wife, Claudia, and their two young sons, Emilio and Diego.

Mimi joined the DevCo US Construction team in 2024 as a project manager, bringing with her over 20 years of experience primarily in the multifamily construction industry. Her diverse background includes multifamily fire restoration, renovations, historical preservation, and new construction. Additionally, she has valuable pre-construction and estimating experience.

Mimi has maintained lasting relationships with subcontractors, clients, and various municipalities, which have been instrumental in delivering a quality product for our community.

David joined DevCo US Construction in September 2026 as Superintendent to oversee one of the newest projects at the time, Recker Gardens.

Andrew joined DevCo US Construction in July 2024 as a Project Manager in the East Region. He is a dedicated and results-driven Project Manager with 10 years of experience overseeing complex construction projects from inception to completion. He has managed projects ranging from commercial buildings to data centers/Mission Critical work, healthcare facilities, and now multifamily.

He is proficient in all aspects of construction, including preconstruction/estimating, contracting, scheduling, safety, and quality control. He takes pride in his jobs being completed on time and under budget.

Catlin joined DevCo US Construction as an Assistant Project Manager in June 2023, bringing with him 15+ years of experience in the construction industry primarily focused on the MEP trades. He has completed various multifamily, mixed use, health care, renovations, and K-12 projects in his prior roles.

Catlin’s positive attitude and strong work ethic will ensure he is a valued, contributing member of our team.

Doug joined DevCo US Construction in November 2024 as Superintendent to oversee the Havens Edge Apartments project.

Toni joined DevCo US Construction in April 2022 with over 18 years of experience in project management from the commercial and residential painting and wallcovering segment of construction.  She has run many successful multi-family construction projects and is well-versed in the different areas of a construction business. She is excited to support the construction team with her years of experience and to learn more about acquisition, development, ground-up construction, and passing a completed project on to property management.

Toni can be found going on adventures with her family or teaching yoga when she’s not working. She loves being outdoors and spending time in nature. Hiking, kayaking, and camping are some of her favorite activities.  Toni loves to travel and explore new places!

Andrew Johnson joined Devco US Construction in November 2024 as the Regional Director of Construction for the West Region. He also temporarily oversees construction operations in the East Region while we search for a Director of Construction in that area.

Before joining Devco, Andrew served as a Project Executive for a national multifamily developer. He brings over 13 years of industry experience in multifamily, mixed-use, and public-sector development. Over the course of his career, he has successfully delivered a range of high-profile projects including high-rise residential, affordable housing, and large-scale multifamily developments in Colorado and California.

Andrew leads teams across multiple states, overseeing project delivery from planning through execution to support the creation of long-term affordable housing, while ensuring alignment with Devco’s core values of teamwork, commitment, quality, and integrity.

He holds a B.S. in Construction Management from Colorado State University and is a LEED Accredited Professional (BD+C).

A Colorado native, Andrew enjoys sporting clays, hiking, and supporting the CSU Rams. He lives in Windsor with his wife, two children, and two dogs, and values time spent outdoors and with family.

Marie has been a Project Manager at DevCo US Construction since May 2026. In her role as a Project Manager, she leads and coordinates complex construction initiatives, ensuring projects are delivered efficiently, on schedule, and aligned with organizational goals.

With nearly 20 years of experience, Marie brings a strong focus on cross-functional collaboration, working closely with internal teams and external partners to guide projects from early planning through execution. Her responsibilities include overseeing pre-construction activities, managing project budgets and coordinating stakeholder communication.

Meher joined DevCo US Construction as an Assistant Project Manager in October 2026, bringing experience in multifamily construction, sustainable building rating systems, and energy benchmarking.

She graduated from the University of Washington with a degree in Environmental Science and a minor in Statistics. In her role at DevCo, she brings a strong commitment to integrity, sustainability, and efficiency, values that guide her approach to project management and her passion for advancing affordable housing.

Jim joined DevCo US Construction in October 2023 with over ten years in Commercial Construction including diverse experience including ground-up large-scale commercial construction, condominium high rise to garden variety multifamily projects. He enjoys all aspects of construction and working with owner consultants, development groups, and the construction team to build quality projects. He also brings a unique perspective to the construction team with his background in construction litigation.

Jim enjoys spending time traveling with his family. He is an outdoors enthusiast who enjoys hiking, skiing, snowboarding scuba diving, and foraging. He also has volunteered for Habitat for Humanity and ten years at Outdoors for All dedicated to teaching mentally and physically disabled persons to ski and snowboard.

Lisa joined DevCo US Construction in March 2026 as Assistant Project Manager for the West region with over 20 years of experience in the industry. She has worked on almost 2 dozen projects as a Project Engineer/Owner Representative, working closely with construction teams to ensure adherence to Ownership standards. Lisa has also conducted over 400 New Home Orientations on several Townhome/Condo projects and managed the builder warranties throughout the first year.

Jesse joined DevCo US Construction in June 2025 as Superintendent to oversee the Domes Church project, now known as Novella Apartments.

Jeremy joined DevCo US Construction in September 2025 as Assistant Superintendent to help oversee the Domes Church project, now known as Novella Apartments.

Homero joined DevCo US Construction in January 2026 and currently serves as an Assistant Project Manager in Washington. Prior to this role, he was the Assistant Project Manager and the Assistant Superintendent on several multifamily developments for over four years with Heartland Construction.

He is a graduate of the University of Washington Construction Management program and is driven by a determination to make every project look and perform its best. His favorite phases of construction are civil, structural, and MEP work. Homero’s goal is to build lasting, meaningful relationships with the people who help design and build our projects.

Chris joined DevCo US Construction in January 2026 as our Senior Project Manager for the West Region. He has over 25 years of diverse building experience spanning several markets with backgrounds in civil marine, structural retrofitting, tenant improvement, high-rise office spaces, multifamily apartments, pre-construction for luxury hotels, and much more.

Chris’ experience has a proven record of success with projects being completed on schedule, within budget, under strict quality standards, and most importantly without major safety incidents. He deeply values the opportunity to contribute to more successful multifamily projects.

With more than 15 years of experience in residential construction, Suzan joined DevCo US Construction in June 2026 as a Project Manager, bringing extensive expertise in multifamily, condominium, and single-family development.

Her diverse background, including nine years with Heartland Construction, provides a well-rounded perspective on every phase of project delivery, from pre-construction through completion. Known for her attention to detail and collaborative approach, Suzan is committed to delivering high-quality communities that exceed expectations.

She takes pride in building projects she would be proud to call home, fostering strong partnerships with project teams, consultants, and trade partners to achieve successful outcomes.

Ryan joined DevCo US Construction as Project Manager in June 2026, previously with the sister company, Heartland Construction, since November 2020. With over 15 years of experience managing multifamily, affordable housing, assisted living, and commercial projects, he consistently delivers high-quality results on time and under budget.

With a background as a U.S. Navy veteran who served as a Construction Electrician (E5) in Iraq during Operation Iraqi Freedom, Ryan brings disciplined leadership, a strong focus on safety and efficiency, and deep expertise in Procore and emerging construction technologies. He is passionate about leveraging innovation and technology to build thriving communities through smarter, more cost-effective construction practices.

Ben has been with DevCo US Construction since July 2026 and was with the sister company, Heartland Construction, since March 2021. He currently serves as Superintendent, bringing senior construction leadership experience to sites from complex projects across the Pacific Northwest, Mountain, Southwest, and Southern markets.

Throughout his career, Ben has developed extensive expertise in construction management, safety, quality control, field documentation, CPM scheduling, subcontractor coordination, and building high-performing teams, earning national recognition and the respect of both private and government sector partners for his methodical, disciplined approach to bringing owners, architects, engineers, and trade partners together to deliver successful projects.

Michael joined DevCo US Construction as an Assistant Project Manager in July 2026, previously with the sister company, Heartland Construction, since 2020. He is a graduate of the University of Washington Construction Management program and got his start in the industry as a Project Engineer Intern with AvalonBay Communities before spending nearly three years as a Project Engineer at KATERRA.

Michael brings a well-rounded foundation across all phases of multifamily construction, from early coordination through project closeout. He enjoys supporting our project managers and assisting in coordination of multifamily construction projects throughout all phases of construction.

Ronen joined DevCo US Construction in October 2022 with nearly 30 years of experience in the construction industry. Ronen oversees a multitude of projects and their teams with a common goal of providing the best quality housing and living experience for everyone. He brings hands-on construction experience along with his MBA in Construction Management from the University of Washington (GO HUSKIES!). Safety, efficiency, and the environment are always at the forefront of Ronen’s project management practices.

In his spare time, Ronen can always be found doing some exciting activity with his beautiful family. Exploring off-trail or hunting gems at the top of a mountain is not at all unusual. He also dedicates himself to his community by volunteering. Ronen is also a promoter of construction excellence and is a member of ICC as well as the local PMI chapter. He also maintains a multitude of construction-related certifications.

Chuck joined the DevCo US Construction estimating team in December 2025. He brings 14 years of experience in multifamily and commercial construction with a diverse background starting in nursing.

Chuck’s current responsibilities include but are not limited to plan reviews, communicating with consultants, sending out RFPs, scope writing, and creating budgets. Realistic and accurate budgets are a key component for setting up a successful project. He enjoys and strives to provide competitive, accurate budgets to set our team up for success. A professional BHAG (“Big Hairy Audacious Goal”) of his is to create a budget that is within 1% of total overall buyout.

Peter joined DevCo US Construction as Pre-Construction Project Manager with 30+ years of experience in the construction, real estate development and architectural industries. Peter managed and designed various multifamily, mixed-use, hospitality, civic and large-scale master planning projects in his prior roles both in the US and overseas.

Peter’s diversified knowledge and experience with strong work ethics ensure he is a valued, contributing member to our projects and our team.

Aylar joined DevCo US Construction in May 2026 as a Pre-Construction Assistant Project Manager. She has over seven years of construction industry experience, specializing in multifamily, mixed-use residential, and commercial developments.

Throughout her career, she has built a strong reputation for handling complex projects and fostering effective collaboration between internal teams, consultants, and external stakeholders. In her role, Aylar oversees and supports the full pre-construction process, from planning and design through budgeting and scheduling, to ensure a smooth and successful handoff to the construction team.

Chris joined DevCo US Construction in January 2024 as a Construction Estimator. Over the past 10 years he has worked in the residential single and multifamily construction industry. During this time, Chris worked on multi-million-dollar high end complex custom homes, large tract housing developments, large multi-phase townhome projects, and a resort residential planned community.

Prior to his work in residential construction, he was in commercial retail construction as an owner’s rep for Whole Foods Market on new construction and remodel projects across the U.S. for 11 years.

Melanie joined DevCo US Construction in February 2024 as the Pre-Construction Planning Manager and was promoted to Senior Planning Manager of Pre-Construction in January 2026.

She is an accomplished real estate development and construction professional with over 20 years of demonstrated expertise leading the development of highly profitable residential development projects, including multifamily apartments, single-family, townhomes, and condominiums.

Recognized throughout her career for a comprehensive understanding of real estate development, exceptional strategic, organizational, and management skills – as well as the ability to expertly guide teams of both internal staff and outside vendors, consultants, and contractors.

Corban joined DevCo US Construction in February 2024 as a Project Engineer in Pre-Construction has been promoted twice, most recently to Planning Associate in 2026.

Corban’s responsibilities are to assist Project Managers in land use and development, reviewing submittals, guiding design, and communicating with consultants for proposals. He has also assisted the development team in assessing over 80 sites in early development. He and the pre-construction team are frequently work on over 21 projects in various stages of permitting.

Corban has a diverse background as he has worked in Real Estate as a Realtor and prior to that worked in Construction as a team leader. Corban graduated from the University of Puget Sound in Tacoma with a Bachelor of Arts with a Major in Communication and a minor in Economics. Corban is excited to help grow the processes and systems to help DevCo become more efficient in backend communication.
